HIL Welcomes Bill Kelsey

Homes for Independent Living is pleased to announce the February 4th arrival of Bill Kelsey.  Bill’s extensive experience in working with individuals who present behavioral challenges will be invaluable in his new role as HIL’s Director of Behavioral Services.  Armed with a degree in Occupational Therapy, Bill began his professional career at a maximum security forensic facility in California.   When he returned to Wisconsin, he fulfilled an occupational therapy function with CESA 8 and Macht Village working with children with disabilities.

In 2001, Bill once again became involved with the adult population.   He led the therapy department at Brown County Mental Health Center before taking a key position with the State of Wisconsin assisting with State Center relocations.

Bill will be vacating his most recent position as the Director of Kewaunee County Human Services to support HIL’s three divisions in our endeavor to expand our diversion, transition, and long term support services for youth and adults with mental illness and developmental disabilities.

As Director of Behavioral Services, Bill will provide design input in our expansion of community based options in addition to hands on involvement in behavioral support planning, staffing training and crisis planning.

The primary goal of this position is overall expansion of services for people with significant behavioral challenges to promote diversion from institutional settings.  Bill’s belief that all people can be supported in the community with the right services and the right staff support aligns perfectly with our agency mission.
